President al-Assad issues Legislative Decree No. (3) of the year 2020 to tighten the penalty for anyone who deals other than the Syrian pound as a method of payments or for any type of trading or cash payments, whether by foreign exchange or precious metals.
Under the decree that amended Article 2 of Legislative Decree No. 54 of 2013, the penalty became temporary imprisonment with hard labor for a period of no less than seven years and a financial fine equivalent to twice the value of the payments or the amount in use or paid or the services or goods offered .. While the penalty was previously Imprisonment from six months to three years and a financial fine equivalent to twice the value of the payments or the amount involved or the payment or services or goods offered, provided that they are not less than one hundred thousand Syrian pounds or one of these two penalties,In the event that the amount in use was five thousand dollars or more or its equivalent in other foreign currencies or precious metals, the penalty was temporary hard labor from three to ten years and a financial fine equivalent to twice the value of the payments or the amount used or paid, provided that it is not less than one million Syrian pounds .
